Keith is a recognized expert Intelligent Transportation Systems (ITS) / Traffic engineer and experienced project manager. He has over 20-years of experience in traffic engineering analysis; traffic operations; research; planning and design of traffic signals, highway signing, and ITS systems. He has a strong knowledge of the Highway Capacity Manual (HCM), MUTCD, local and state design standards and processes, FHWA, AASHTO, and ITE best practices. His technical experience includes hundreds of traffic operations, safety, and simulation studies; hands-on optimization of signal timings for 3,000+ intersections; design of 500+ signals, thousands of highway signs, and hundreds ITS devices; ITS strategic planning and corridor-wide ITS deployments; and agency-wide traffic signal upgrade projects, including Adaptive Traffic Signal Control; ATMS and Central Signal Systems. Keith is the inventor of the Folded Lefts Interchange; an unconventional interchange, and the inventor of the patent-pending Connected Vehicle technology application EAD.Transit. He is the recipient of the ITSMD Innovative Leadership Award, and the MD SHA OOTS Award for Outstanding Customer Service.
