Traffic Engineering & Intelligent Transportation Systems [ITS]

SAI offers technical expertise in traffic engineering and in-depth, local knowledge in traffic engineering specialties including traffic control design, signal system design, signal design, Synchro and SimTraffic signal timing analysis, traffic modeling, lighting design, and intelligent transportation systems (ITS). SAI also offers strong capabilities in other traffic engineering disciplines such as signal warrant studies, speed studies, data collection, and transportation planning.

SAI has 20+ active traffic engineering contracts and has completed 200+ traffic engineering contracts in the past 15 years for counties, state DOTs, FHWA and cities throughout Virginia, Maryland, Delaware, Pennsylvania, and the District of Columbia. Because of this diversity of experience, we have a thorough understanding of the environments in which transportation engineers work and the constraints and challenges they face. SAI brings a blend of the “ground truth” experience in day-to-day operations with proficiency in cutting edge technologies and research to bring innovative ideas and lessons learned from around the region and nation to your project. Our key staff has supervised the design of 2,000+ traffic signals, optimized 5,000+ traffic signals, and performed traffic analysis and studies at 10,000+ intersections over the last 15 years.

Practice Leader:

Keith Riniker, P.E., PTOE

Mr. Riniker is a recognized expert traffic engineer with strong knowledge of the MD MUTCD, TEDD design standards and processes, FHWA, AASHTO, and ITE best practices. He has directly supervised and/or prepared 500+ signal designs, 100+ ITS devices, corridor-wide signing and marking plans for arterial and freeway facilities both as part of insert and areawide projects, overseen the development of multiple agency-wide traffic signal upgrade projects and ITS deployments, directly developed optimized signal timing for 2,000+ intersections, overseen the development of traffic engineering design plans for 14 miles of new interstate, prepared technology assessments and specifications for agency-wide deployment of traffic signal equipment, deployed two Adaptive Traffic Signal Systems, performed 300+ traffic and safety studies, performed hundreds of traffic simulation studies, and is also the inventor of the unconventional Folded Lefts Interchange. He received the SHA OOTS Award for Outstanding Customer Service. His management experience includes 20+ on-call prime Traffic / ITS contracts; primary liaison with SHA; coordinating the firm’s traffic work on 100+ highway/structure design projects for SHA, MDTA, Baltimore City and Maryland Counties; serving as a traffic expert for complex assignments for multiple mega projects, FHWA and SHA research. Mr. Riniker manages a staff of 35 engineers and designers; including 6 on-site staff.
